Can one ClickUp Space connect to multiple Jira projects?

Yes. Each flow connects one ClickUp List to one Jira project. A single ClickUp Space can hold multiple flows, so different Lists can sync to different Jira projects.

Do non-engineering team members need Jira licenses to use the sync?

No. Project-level access in ClickUp and create-issue permission in the Jira project are enough. Full instance admin is not required for either tool.
